Deputy Program Manager (DPM)

Job Summary
Manusher Jonno Foundation (MJF) is a grants making organization for human rights and governance initiatives invites applications from Bangladeshi nationals for the position of Deputy Program Manager for Shuchona- Informal Domestic Workers in Digital Financial System (DFS) project.

Domestic work is a highly gender-specific niche of labor market in Bangladesh. There are 10.5 million DWs of whom 90 percent are women. Unfortunately, the workplace environment for DW’s is not always safe and secured for them including irregularity of payment. Hence, they cannot make long term financial plans and thus no or less economic growth. Recruitment process of domestic workers remains informal without any written service contract/document. Moreover, domestic work does is not covered under the Bangladesh Labor Law 2013 which adds to their vulnerabilities. Shuchona project intends to work with both female domestic workers and their female employers to introduce a Digital Finance System (DFS) for financial/payment transaction between them in order to address payment related problems, formal recognition of their job, increase their dignity and empower financially.
Responsibilities
As a member of Shuchona- Informal Domestic Workers in Digital Financial System (DFS) project team, the Deputy Program Manager (DPM) is responsible to support the implementation of the projects, manage the grants and supervise the grantees under the supervision of the Program Coordinator. The DPM will assist the grantees in proper implementation of the activities as per plan. The DPM will be in constant touch with the grantees and other stakeholders and will provide feedback on program planning, monitoring, progress, achievements and technical support and strengthening networking among them. The DPM is responsible for report preparation and dissemination of the best practices in implementing programs. S/he must be able to establish and maintain contacts with key actors as well as make use of available sources for gathering and distributing key information.
DPM is also responsible to manage partner organizations and provide necessary support to implement the project activities at field level. He/she is responsible to select the partner organization and develop their capacity both in thematic and program implementation issues.
The DPM will be in constant touch with the partner organizations and will provide feedback on program planning, monitoring and technical support and strengthening networking among them.
Required Qualification and experience
    The incumbent must have:
  • Masters in Social Science or any relevant discipline is the minimum qualification.
  • Demonstrable fluent written and spoken English
  • Understanding, experiences, knowledge of Partnership Development and Management.
  • Skill on Project development, Management and Monitoring.
  • Experience of managing development programme at least 8 years including planning, implementing, budgeting monitoring and evaluation.
  • Good understanding about the problems of Domestic Workers in the country and abroad, Capacity Development issues, gender, community mobilization, networking with government, NGOs and donors.
  • Ability to manage process effectively, and to work under pressure and maintain strict deadlines.
  • Fluent in Bengali also having computer skill on MS Word, Excel, PowerPoint and Internet Utilities.
  • Experience in training/workshop facilitation.
  • Holding a pluralistic and inclusive moral value to promote social harmony.
  • Excellent interpersonal communication skill and ability to work independently but also as part of a team.
